Chicago – Attorney General Kwame Raoul charged an Elgin man with alleged gunrunning and using and possessing firearms illegally.
Raoul’s office charged Graham Green, 24, with two counts of Class X felony gunrunning, each punishable by up to 40 years in prison; two counts of Class 1 felony gunrunning, each punishable by up to 15 years in prison; one count of Class 2 felony unlawful use of a weapon, punishable by up to seven years in prison; and two counts of Class 2 felony unlawful possession of a weapon, each punishable by up to 14 years in prison. Sentences are ultimately determined by the court and can run concurrently.
“I will not tolerate illegal gun sales that fuel violence and often deadly criminal activities in communities throughout Illinois,” Raoul said. “These charges are the result of a collaborative effort between my office, federal entities and local law enforcement agencies to address gun trafficking and violence in our communities.”
Raoul’s office alleges that from September 2023 to December 2023, Green took part in the illegal sale of 18 firearms and three machine gun conversion devices in Kane County.
This case was referred to Raoul’s office by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) following the ATF’S investigation in conjunction with the Elgin Police Department. Green was arrested on March 4 by the Elgin Police Department.
“These strong partnerships among our law enforcement and prosecutorial partners are an excellent illustration of how working alongside the Elgin Police Department in cooperation with the violent crime task force is a force multiplier when it comes to investigating and prosecuting firearms trafficking,” commented ATF Chicago Special Agent in Charge Christopher M. Amon. “I commend the Illinois Attorney General’s Office for their commitment in prosecuting these important cases.”
“The cooperative efforts between our department and the ATF resulted in substantial charges against Mr. Green,” Elgin Police Chief Ana Lalley said. “I want to thank all the officers from the Elgin Police Department as well as the ATF for their partnership. The Elgin Police Department constantly works to reduce gun violence within the City of Elgin to ensure a safer community and the partnership with the ATF is another way to continually work towards that goal.”
The Attorney General’s office is co-prosecuting the case with Kane County State’s Attorney Jamie Mosser’s office.
“We are happy to assist and join forces with the ATF and Elgin Police Department in the prosecution of a dangerous convicted felon who is selling and distributing pistols and rifles that are being used to fuel violence in the Chicagoland area,” said State’s Attorney Mosser.
The public is reminded that the defendant is presumed innocent until proven guilty in a court of law.
Raoul’s Statewide Grand Jury Bureau is authorized by Illinois statute to prosecute multi-county cases involving drugs, money laundering, guns or electronics. Working regularly with state and federal counterparts, the bureau focuses on complex, often large-scale, organized criminal activity.
Deputy Bureau Chief Andrew Whitfield is prosecuting the cases for Raoul’s Statewide Grand Jury Bureau.
